Provider Registration Requirements and Guidelines
FirstSolutions contracts with Infotech Global, Inc. (IGI), a clearinghouse that enables providers to submit HIPAA-compliant electronic transactions to FirstSolutions for Elderly Waiver claims processing.
Based on the 2009 Minnesota Statute 62J.536 UniformElectronic Transactions & Implementation Guide Standards, all claims transactions must be submitted electronically. All claim forms received at FirstSolutions by paper or invoice will be returned to provider requesting the claim or invoice be submitted electronically through IGI at http://www.mneconnect.com/.
FirstSolutions will only accept electronic claims submissions through IGI. IGI will accept “batch billing” as well as direct data entry claims. Providers can contact IGI at http://www.mneconnect.com/. to register as a billing provider.
Provider Registration requirements to bill FirstSolutions for Elderly Waiver Claims:
- Billing providers must have an UMPI number (Unique Minnesota Provider Number) or NPI (National Provider Identification) assigned to them. If the provider has not been issued an UMPI number by the Minnesota Department of Health providers should contact the FirstSolutions Elderly Waiver provider mailbox at EWProviders@First-Solutions.org and request a UMPI number. FirstSolutions will send provider an Elderly Waiver Provider Enrollment application and will request provider to return application to FirstSolutions. The application will be forwarded to Blue Plus for submission to the Department of Health Provider Enrollment. National Provider Identification requests should contact The National Plan and Provider Enumeration System (NPPES) at https://nppes.cms.hhs.gov/NPPES/Welcome.do to apply for a number.
- A provider must list their business Federal Tax ID or their individual Social Security Number (if operating the business as a Sole Practitioner who chose not to have a separate Tax ID issued by the Internal Revenue Service).
- All providers must list an email address that will be used by IGI to communicate with your organization to keep you informed of any changes related to the Portal.
- Identify yourself as Sole Practitioner, Group Practice/Facility/Organization or Billing Service.
- Include your Organization/Provider information and all applicable contact details.
- Select the Claim types that you will need to submit through the portal. For claims submissions to FirstSolutions, you will only need to choose transaction type 1500.
- Create an administrator account.
- Accept the Terms and Conditions, and then submit the form.
